Jagan Mohan Reddy resigns as Kadapa MP

YSR's son, Jagan Mohan Reddy, has announced his resignation as the MP from the Kadapa Lok Sabha seat in the first step towards launching his own party. His mother has also resigned from her parliamentary seat. For now, Jagan has asked MLAs who support him in Andhra Pradesh not to resign from their Assembly seats. 


Jagan has been at war with the Congress over the last few weeks. He has used his TV channel, Sakshi, to attack senior Congress leaders including the PM, Sonia Gandhi and Rahul Gandhi.  In turn, the Congress has made it clear that it will not tolerate his habitual dissidence.


Last weekend, Sakshi TV, owned by Jagan, aired a news analysis show that was scathingly critical of Sonia Gandhi and the PM as leaders.  When the Congress objected, those who run the channel said that Jagan was unaware of the program's content- an explanation rejected by the party, which, nevertheless decided not to penalize him. K Rosaiah stepped down as Chief Minister of Andhra Pradesh, partly because of that TV program - he was accused of not being able to handle the factionalism within his party in his own state.


The Congress then picked Kiran Kumar Reddy as its new Chief Minister.  While Reddy made it clear that he would respect the political agenda set by YSR, Sakshi TV was quick to air shows that challenged Kiran Kumar as the state's new leader; a show also suggested that the Congress' poor performance in the Bihar elections proved that Rahul Gandhi had been unable to make any sort of impact despite aggressive campaigning by him.


In a sign that it would block further revolt from Jagan, the Congress on Sunday suggested that YSR's younger brother, Y S Vivekananda Reddy, would be  a minister in Kiran Kumar's cabinet.  Those close to Jagan say he rightly recognizes this as an attempt to divide YSR's family, and force YSR loyalists to choose between the party and Jagan Mohan.


Since his father died, Jagan Mohan has been keen on projecting himself as a mass leader.  He launched and conducted his odarpu yatra  -  a road show across the state-  in defiance of Congress orders.

Dr. Y.S. RAJASEKHARA REDDY

Dr. Yeduguri Sandinti Rajasekhara Reddy, popularly known as YSR, is an astute politician and a charismatic mass leader who has carved for himself a niche in State politics by his exemplary devotion and dedication to the uplift of the downtrodden and neglected segments of society. Born on July 8, 1949, in Pulivendula in the backward Rayalaseema region, YSR has always struggled to secure the rights of the poor and the underprivileged.

Son of late Sri YS Raja Reddy, a dynamic leader in his heyday, Rajasekhara Reddy evinced interest in politics right from his student days. While studying in M R Medical College, Gulbarga, Karnataka, he served as President of the Students union. He was elected leader of the House Surgeon’s Association in S V Medical College, Tirupati.

After completing MBBS, he served as Medical Officer at the Jammalamadugu Mission Hospital for a brief period. In 1973, he established a 70-bed charitable hospital, named after his father late YS Raja Reddy at Pulivendula. His family established one polytechnic and one degree college in Pulivendula, which were later handed over to the well-known Loyola group of institutions.

Rajasekhara Reddy’s sound business acumen, entrepreneurial skills, and, above all, his transparency brought him laurels in the business arena. On the flip side, his success also brought him many adversaries, political and otherwise, who were desperately looking for a shred of evidence to prove umpteen charges against him. In the end, their mud-slinging did not yield a single point that could paint the massleader in bad light. In fact, his detractors became red-faced, as they had to swallow their words.

Groomed by a family deeply involved in public service, YSR entered active politics in 1978 and contested elections, four times to enter the State Legislative Assembly and an equal number of times to enter the Lower House of Parliament. A winner in all that he does, YSR won all the elections he contested. Even today his admirers exclaim: “He (YSR) defeats defeat.”

During his 25-year-long political career, YSR has served the people in multiple capacities, both in Government as well as in Party. He was President of the Andhra Pradesh Congress Committee (APCC) twice – 1983-1985 and 1998-2000. During 1980-1983, he was a minister holding important portfolios related to Rural Development, Medical & Health and Education etc. From 1999 to 2004 he was the Leader of Opposition in the eleventh state assembly.

As a champion of the masses, his stentorian voice in the assembly, raised particularly during debates that sought to lend voice to the voiceless millions, forced the Government to retrace several anti-people steps it contemplated. YSR has been instrumental in orchestrating several mass struggles, while highlighting issues facing peasants, weavers, Dalits, youth and women. His relentless fight for clearance of pending irrigation projects, particularly in the backward Rayalaseema region, has earned for him a special place in the hearts of millions of farmers. His unremitting struggle against certain anti-people economic measures that were sought to be introduced in the name of “reforms”, including the frequent increases in power tariff and indiscriminate privatization of public sector units, exalted him far above the street smart politicians.

Even as a novice in the legislature, YSR rallied all the Congress MLAs from the Rayalaseema region and led an indefinite hunger strike demanding solution to the water crisis. He also led a Paadayaatra from Lepakshi to Pothireddipadu in Kurnool district. The 14-day hunger strike of legislators under his leadership in August 2000 to register protest against the hike in power charges is still fresh in the memory of people. By systematically exposing the misdeeds of the then Government, both inside and outside the Assembly, YSR was playing hispolitical role to the hilt.

During mid-summer in 2003, he led an unprecedented 1400 Km long Paadayaatra covering all backward areas in the state to understand the ground realities of living conditions of the people there.

Now, as Chief Minister, the crowning glory of this studded political career, he can proudly claim to be the quintessence of a politician who, with vision focused on the coming generations as well, has earned the title of a statesman. Amidst a bewildering number of turncoats among politicians, who thrive in “shifting loyalties”, YSR stands out as a sterling example of the old guard in pristine Indian politics.

This explains why he has never turned his back on the Congress party, which nurtured his political moorings. The lure of power and pelf could not divert him, when the party was briefly out of power, from his mission to hold the reins of power as a trusted lieutenant of the Congress and, more importantly, as a darling of the masses. Sworn in as Chief Minister of Andhra Pradesh on 14.05.2004.

YSR’s Personality

A modest Personality:

Dr.Reddy,unlike most politicians, reflects the spirit of a true Indian who walks his talk.While his thought is dressed with all that is modern and ennobling, Dr.Reddy’s person is invariably clothed in traditional costumes that include dhoti and a shirt made of handloom cloth.In all of his public and private conversations, he speaks from the core of his heart. Naturally, he hates hypocrisy.

As a demanding Chief Minister, YSR expects bureaucrats to do their job meticulously, and present before him only facts that are shorn of all publicity-oriented and manipulative figures. He does not tolerate hype and extravaganza in communicating official messages. He wants incontrovertible facts stated in a simple language that is intelligible even to the unlettered, because taking administration to the people is an article of faith for him.

His Philosophy of Life:

Dr. Rajasekhara Reddy strongly believes that the human life is a boon provided by the Almighty to share one’s blessings with others, while serving less privileged human beings.

“Don’t count the years you want to live. Ask yourself how much you have done for society at large with whatever opportunities the Almighty has provided you”, is Dr.Reddy’s word of advice for those who have excuses for not doing even what is within their means.

It is this humane principle that prompted him to take pioneering steps to ensure delivery of social security pensions to the needy in the first week of every month.

His stature:

Though measuring 5′7″, Reddy looks majestically simple in his appearance with an ever-smiling genial countenance. This in fact overshadows his unfailing willpower to achieve his targets with the resilience and tenacity of a spider.

When YSR undertook his unprecedented 1500-KM-long Padayaatra (march on foot) in scorching sun during summer in 2003,covering backward areas of the state in particular, few people could discern the underlying motive: knowing first-hand the real problems of the people in their own language and their doorstep.

His Mission:

As around 75% of the population in India depend upon agriculture for livelihood, most administrative efforts should be focused on the rural economy, he believes.

Citing renowned economists, Dr. Reddy regrets that neglect of the agriculture and irrigation sectors in recent years have become the bane rural economy. As a proactive Chief Minister, he embarked upon a massive programme of executing 26 major irrigation projects to create 65 lakh acres of new ayacut.

His Motto:

Dr. Reddy’s motto is that the ultimate objective of any program executed under a democratic set-up should be prompt and dependable delivery of sevices to the common man.

With this as the guiding principle, YSR has advised bureaucrats at all levels to help revive the functioning of the administrative system at all levels without habitually looking for autocratic ‘diktats’. ‘Decentralization of administrative power within the guidelines of the policy framed by the government reflects the true spirit of democratic governance”, Dr.Reddy argues.

His strength:

Dr Reddy’s strength lies in his stature as a mass leader since his advent in politics. Whether in or out of power, he has always championed the cause of the common man. This has endeared him to all segments of the Congress party as well.

Even after becoming the Chief Minister in May 2004, Dr Reddy makes it a point to address all the problems that are brought before him directly by people, cutting through bureaucratic hurdles, every day.

If any scheme or programme under formulation is placed before him for approval, its outcome is a foregone conclusion that is dependent on Dr. Reddy’s invariable query: “How best will it benefit the people at large or ensure good governance?”

His ‘pastime’:

A curious ‘pastime’ of Dr Reddy is to feel the pulse of people in rural areas on Sundays through the Rajiv Palle Batta.

The Rajiv Palle Baata is a novel mass contact programme under which the Chief Minister reaches out to even unmotorable areas in the rural areas for personally collecting feedback on the implementation of various programmes. This programme has become extremely popular, because it highlights not what the Chief Minister does in the glare of official publicity, but what his officials may not have done in the people’s own words.

In view of the rational changes brought about in administrative matters following the success of Rajiv Palle Baata, the Chief Minister now extended the programme to urban areas through Rajiv Nagara Baata.

His Approach:

The Chief Minister’s emphasis on development of the rural economy does not presuppose a blinkered approach towards new and emerging technologies.

Dr.Reddy is committed to a balanced approach towards giving thrust to information technology, bio-technology and all sectors that enhance industrial and agricultural production. His watchword is total transparency in all transactions and deals that envisage public-private partnerships or involve private investments. Because, YSR believes he is simply a custodian of people’s trust that is invaluable.

It is not a coincidence that he loves the company of children and often “gets lost” in their World that is founded on trust of the highest order

Y S Jagan Mohan Reddy was born on December 21, 1972 in Pulivendula village of Kadapa District, Andhrapradesh. Mr. Jagan Mohan Reddy Son of Mr. Y.S. Rajasekhar Reddy.

At the young age driven by his passion to serve the poor and inspired by the then Prime minister Mr.Rajiv Gandhi who is an idol for the youth in politics and none other than his father Mr.Y.S.Rajasekhar Reddy he took the Indian National Congress membership.From then onwards he never look back continued working for the people. For the great request from people side finally he contested in 2009 elections as MP from Kadapa constituency, and he made a glorious victory in it.

JALA YAGNYAM
Jalayagnam’, as the word speaks is a ritual for water conservation. It has been implemented by Hon. Chief Minister of Andhra Pradesh Dr. Y.S. Rajasekhara Reddy as an election promise to the cultivating people of state to bring 82 lakh acres under irrigation in five years. This project accords the highest priority for the development of irrigation infrastructure, particularly in backward and drought prone areas by taking up this program in a big way. Jalayagnam includes a number of irrigation projects by construction of reservoirs and lift irrigation systems for lifting water from major rivers, particularly from Godavari to provide immediate irrigation benefits.

Jalayagnam programme to complete 32 major and 17 medium irrigation projects at a cost of Rs. 65,000 crores to provide irrigation to an extent of 71 lakh acres besides stabilization of an existing ayacut of 21.32 lakh acres while providing drinking water to a population of 1.2 crore and generating power to the tune of 2700 MW. Eight of these projects were to be completed before the kharif season of 2006

The irrigation development was almost stagnant for the last decade and the previous governments were more concentrating on hi-tech and neglecting agriculture sector on which approximately 70% of the population depends. The fact that 26% of the population, mostly in rural areas, was living below the poverty line made him think whether science and technology had made a significant difference to the quality of life in rural areas compared to towns and cities. Also the suicides of many farmers from the state made Dr. Y.S. Rajasekhara Reddy to give more significance and concentrate on the irrigation sector. Having recognized the importance of the agricultural sector for faster economic development, Dr. Y.S. Rajasekhara Reddy started concentrating largely on its development and introduced several schemes for the benefit of the farmers among which is Jalayagnam project.

In the past 50 years, a total ayacut of 65 lakh acres was developed in the State. Jalayagnam, is expected to double the area under irrigation. Jalayagnam in Andhra Pradesh would constitute a major component of the Central government programme National Irrigation Mission’s (NIM) target of bringing one crore hectares of land ( 2.5 crore acres) in the country under the plough.

The large allocation of funds for irrigation as the government considers irrigation an important growth engine. The most expensive of the projects are the lift irrigation projects intended to irrigate the dry Telangana region and supply water to the Anantapur-Ongole-Mehaboobnagar area which is “turning into a desert”. With the land level being 300 meter above the water level, lift irrigation is supposed to be the only way out to take water to the dry region. Currently, 3,000 tmc water from Godavari is wasted into the sea as the land is at a higher elevation. For the first time in the post-independence era, the Congress government took up linking of Godavari and Krishna by constructing Indira Sagar Project and Rajiv Sagar project across River Godavari. By executing projects like Rajiv Sagar, Indira Sagar flood flow canal, SRSP Phase-II and so on, 21 lakh acres of parched land in Telangana region would be made fertile.

While there is abundant water of about 2745 TMC available for the state, only about 1700 M.W. of water is under utilization in the state, thus giving way to huge quantum of water to go waste into the ocean. About 4000 TMC has been going out waste following heavy rains and floods. To utilize as much of water as possible by construction of river projects and bring millions of acres of lands under cultivation in Krishna-Godavari basin. The State Government has initiated a series of 26 important irrigation projects and 4 major projects under Jayalagnam programme at huge expenditure of rs.46,000 crore, which are envisaged to bring Ten Million acres of lands under cultivation, including stabilization of 3.5 million acres of existing

ayacut apart from providing drinking water to 12 million people in towns and villages across the irrigation canals and generating 2700 M.W. of Power. It is planned to complete eight of these projects within 2 years, thus bringing 16.58 lakh acres under cultivation. These are Vamsadhara Stage-2 Phase-1, Tatipudi Lift. Pushkaram Lift, Telugu Ganga,

Somasila, Chokkarao Lift Irrigation Project (Godavari Lift), Alisagar Lift, Gupta Lift. It is programmed to complete 18 projects within 5 years and provide irrigated water to a fresh ayacut of 5 million acres. Projects like Sripadasagar (Yellampalli), Chokkarao Project Stage-2 (Godavari Lift), Rajiv Sagar Lift (Dummugudem), Link Canal from Nagarjuna Sagar Project to its Reservoir, and Indira Sagar (Polavaram) are considered to be milestones in the history of State Irrigation. State Government is determined to complete modernization of Pulivendula Branch Canal and Muylavaram Projects as well as Lendi Project with 2 years. Linking of Godavari and Krishna by constructing Indira Sagar Project and Rajiv Sagar project across River Godavari would become a landmark achievement in the entire country, thus paving way to new era in water utility. By inaugurating the Janjhavati irrigation (Rubber Dam) project in Vizianagaram district, first of its kind to be built with Austrian Technology, during the last week of December 2005, the State Government proved that it is a performing government, giving priority to farmer’s welfare. The State Government has sanctioned execution of 110 lift irrigation schemes to create an additional ayacut of 1.62 lakh acres. During 2004-05,60 LI schemes were commissioned creating a potential of 43000 acres, besides revival of 160 LI schemes with an ayacut of 80000 acres. Rs.5200 crore Master Plan of huge number of minor irrigation schemes is being implemented for creating an additional ayacut of 1.5 million acres, and stabilization of the existing ayacut of 5 lakh acres. The budgetary allocation to Irrigation was raised from Rs.1840 crore in 2003-04 to Rs.10,400 (40% of the State’s own revenue) for irrigation sector during 2005-06. An amount of Rs.1200 crore is being spent by the state government under A.P. Micro Irrigation Project to properly utilize the water resources without any wastage. Under the Drought Prone Are Programme, construction of 3540 watersheds was taken up in 11 districts. In Anantapur district where the drought conditions prevail in long spells of time, 772 watersheds are built to bring 3.31 lakhs under cultivation. A large-scale program to construct more than 70 pending irrigation projects in the state to improve irrigation facilities to the farmers, with a targeted irrigation to 1.2 Crore acres of land.

INDIRAMMA
Recognising the need to accelerate the tempo of the weaker sections housing programme, the government has embarked on a very ambitious plan to provide 40 lakh houses in 5 years as against the total of 49.64 lakh houses constructed since its inception under the programme, in a period of more than 2 decades. In all, 12,00,000 houses have already been completed since 2004. 1800000 houses are targeted during this financial year.

INTEGRATED NOVEL DEVELOPMENT IN RURAL AREAS AND MODEL MUNICIPAL AREAS (INDIRAMMA)

This scheme is intended to provide basic amenities to one-third of villages and one-third of wards in the urban areas. This scheme is implemented starting from 2006-07 for about 5 years. About 1.82 crores rural and 45 lakh urban population will be covered by 2009. Housing, drinking water supply, sanitation and drainage system, link roads, power connection to habitations and households, health services, AIDS awareness and prevention, nutrition and pre-primary education for children, pensions to old, widows and weavers and disabled are some of the areas the scheme would cover.

RAJIV GRUHA KALPANA PADHAKAM
For low-income urban population, government has launched an innovative housing scheme, Rajiv Grihakalpa, with civil infrastructure and free land being provided by government. The government will provide Rs.30,000 towards the cost of land development charges. The beneficiaries should contribute 10 per cent of the remaining Rs.70,000. The rest of the amount would be arranged in the form of loans from banks

Andhra Pradesh has taken giant leaps forward in the field of economic development. The State’s growing stature has an IT hub has lead to sky-rocketing property prices. Due to this, the middle class population in the State is finding it increasingly difficult to acquire houses and apartments.

The affluent class has the resources to obtain and build residential property, and the Government is providing housing facilities for the poor in the State. But, the middle class often feel unattended. To address this problem, the Government is launching a housing programme called “Rajiv Swagruha”. This programme will enable middle class families to own houses in urban areas. The housing scheme will have Integrated Townships in approved layouts. The townships would encompass best infrastructure facilities, with high quality construction.

RAJIV AAROGYASRI

Modern medicine, with its advancement in technology has made rapid strides in diagnosis and treatment of many a complicated disease, hitherto unattended thus reducing the morbidity and mortality enormously and improving quality of life. While advent of non-invasive diagnostic tools like CT scan, MRI, Ultra Sound and radio isotope studies made diagnosis of disease more specific, the latest gadgets such as video endoscopes, laparoscope etc. made treatment and surgical procedures less cumbersome and simple.

Hence there is a felt need in the State to provide medical assistance to families living below poverty line for the treatment of serious ailments such as cancer, kidney failure, heart and neurosurgical diseases etc., requiring hospitalization and surgery/therapy. Available network of government hospitals do not have the requisite equipment or the facility or the specialist pool of doctors to meet the state wide requirement for the treatment of such diseases. Large proportions of people, especially below poverty line borrow money or sell assets to pay for hospitalization. Presently many people suffering from such diseases are approaching the Government to provide financial assistance to meet hospitalization expenses for surgical procedures. During the period from 14.05.2004 to 26.06.2007, financial assistance to a tune of Rs. 168.52 crores has been provided from CM's Relief Fund in 55361 cases to meet hospitalization expenses for such people. From the experience gained, it is now felt that the assistance could be institutionalized so that its benefit can be accessed by poor people across the State easily and in a trouble free manner. Health Insurance could be a way of removing the financial barriers and improving access of poor to quality medical care; of providing financial protection against high medical expenses; and negotiating with the providers for better quality care.

In order to operate the scheme professionally in a cost effective manner, public private partnership will be promoted between the Insurance Company/TPA, the private sector hospitals and the State agencies. "Aarogyasri Health Care Trust" recently setup by the State Government for the implementation of the Scheme will assist the insurance company/TPA/Beneficiaries and coordinate with Medical and Health Dept., District Collectors, Civil Supplies Department etc.

FEE REIMBURSEMENT
Erasing the economical disparity between poor and rich in higher education system, the scheme was launched to provide 100 per cent fee reimbursement to students belonging to BC, SC, ST, minority and also Economically Backward Class communities. About 33 lakh students benefitted from the scheme.


PAVALA VADDI

The Government of Andhra Pradesh introduced Pavalavaddi Scheme (Interest Subsidy) during the year 2004-05 with an objective to provide interest subsidy on the Bank loans taken by the Self Help Groups in Andhra Pradesh to reduce the financial burden on them. The Scheme is applicable to all loans extended by banks on or after 01.07.2004, under SHG Bank Linkage Programme

I Need of the Scheme :
1. Self Help movement of women with thrift as entry point has grown as a mass movement in Andhra Pradesh. There are about 6.99 lakh women Self Help Groups covering nearly 89 lakh rural poor women in AP. The Government adopted mocro credit as a tool to attain the economic empowerment of women and facilitated SHG bank linkage programme in a big way since 1998-99 onwards in the State. The SHG women have taken up various income generating activities by availing themselves of the facility under the SHG - Bank Linkage programme and created a path for their economic empowerment. The Nationalized banks, Regional Rural Banks & Co-operative Banks are coming forward to issue loan to Self Help Gropus.

2. The Banks are giving loans under SHG Bank Linkage programme with different rates of interest ranging from 8% to 12%. The groups are facing difficulty in paying such rates of interest.

3. The reduce the financial burden on the Self Help Groups. The Government of Andhra Pradesh introduced the "Pavala Vaddi" scheme (Interes Subsidy) during the year 2004-05 with an objective to provide interest subsidy on the loans taken by Self Help Groups under this scheme.>

Process :

1. The DRDA will obtain the details of SHG repayment for the purpose of interest subsidy twice a year trhough the Mandal Samakhyas.

2. DRDA will calculate the Pavala Vaddi to be given to each SHG basing on the bank statement. The DRDA will give the Pavala Vaddi Cheques to the Mandal Samakhya along with the statement of particulars accruing to each SHG.

3. The Mandal Samakhya in turn will distribute the cheques to the SHGs through the Village Organisations inthe Presence of non officials.

Yeduguri Sandinti Rajasekhara Reddy was born at Jammalamadugu Mission Hospital near Pulivendula, Andhra Pradesh. His Father and MotherY. S. Raja Reddy and Jayamma .His schooling was in Bellary, He graduated with a degree in medical science from Mahadevappa Rampure Medical College (MRMC), Gulbarga University, Karnataka and completed his House Surgeonship at S.V. Medical College, Tirupati, Andhra Pradesh. He was the elected leader of the House Surgeon's Association at S.V. Medical College, Tirupati

PERSONAL LIFE

Y S R Rajashekar reddy was married to Vijaya Lakshmi. They have a son, Y. S. Jagan Mohan Reddy, a politician, and a daughter, Sharmila. His younger brother Y. S. Vivekananda Reddy is also an INC politician.

CAREER

In 1978 he contested from pulivendula on Reddy-Congress Party and won the elections, Later he joined in Indira Congress.From 1980 to 1983 he was a minister holding important portfolios related to Rural Development, Medical Health and Education under T.Anjaiah Cabinet. He was elected to the Lok Sabha from Kadapa constituency four times and was elected to the Andhra Pradesh State Assembly six times from Pulivendula constituency. Reddy was the leader of the opposition in the Andhra Pradesh State Assembly for five years. As an MLA he was influential in obtaining water from the Tungabhadra River for the Pulivendula Branch Canal (PBC) and fought for projects like RTPP (Rayalaseema Thermal Power Plant) at Muddanur and Proddatur Milk Foods and its ancillaries

PADAYATRA

As a novice in the legislature, Reddy rallied all the Congress MLAs from the Rayalaseema region and led an indefinite hunger strike demanding solution to the water crisis. He also led a paadayaatra from Lepakshi to Pothireddipadu in Kurnool district. This paadayaatra lead the congress party to a land slide victory in the assembly elections in 2004 when he won 186 seats in the state assembly.

Houses

39 lakh houses were built since the past four and half years. 28 lakh houses under construction. Indiramma target is 80 lakh houses. With the construction of the remaining houses, Andhra Pradesh would emerge as the only State without huts in the coming two years. The housing budget rose 10 times from Rs.500 crore to Rs.5,000 crores since the last four years. Check to irregularities through 24 hour help line, quick response teams and social audit. House sites were distributed to more than 20 lakh poor.

Loans

Rs.16,535 crore since the past four and half years (By December 2008). This year target is Rs.11,000 crore. By March, 2009 the total loan distribution would be Rs.23,000 crore in five years period. The Government aims at making one crore women as lakhiers in the coming four years.

Cooking Gas

Ours is the only State that has bore the entire burden of Rs.50 on Gas enhanced by the Centre.

Ration Cards

An additional 50 lakh new white ration cards sanctioned as of now. Ration cards to all the eligible. White cards to around 2 crore families including the middle class.

Loan waiver

Rs.2,000 crore waived to beneficiaries who have taken loans through S.C., S.T., B.C., Minorities’ Corporations.

Handloom Sector – Weavers

Rs.327 crore loans of handloom weavers waived. 3 lakh families benefited by loan waiver. Pensions to 1.5 lakh weavers. Budget rose to more than Rs.150 crore.

Since the last five years, new pensions to 55 lakh…By 1st of every month, 71 lakh pensions regularly @Rs.200 each.

Education

University in every district. 17 new Universities established apart from specialized Universities. Several new Universities like IIT, IIIT, BITS established.

Fees Reimbursement for Students

For the first time in the country, 100% fee reimbursement to B.C., Minority, Poor among Upper castes (E.B.C) students including S.C. & S.Ts. Free Higher Education. Rs.2,500 crore allocation made towards fee reimbursement during 2009-10. 26 lakh students benefited as of now. 7 lakh EBC students would benefit additionally. With this Govt. will be bearing the burden of providing higher education to 85% of the students. (11 lakh B.Cs., 5 lakh S.Cs, 1.8 lakh S.Ts, 7.4 lakh minorities and 25,000 disabled…in total around 33 lakh students would benefit under the scheme.

Local Bodies Duties-Funds

Janma Bhoomi-Nodal Agency cancelled. Rs.6,110 crore spent in the last four years itself.

Production

Agricultural production with 199 lakh M.Ts is a major achievement. The State regained its lost glory as Annapoorna. Farmers are well off and brimming with confidence.

Minimum Support Price Percentage

Price rise and percentage in MSP in the last five years- Paddy-Rs.350 (64% raise), Cotton-Rs.1075 (56% raise), Jowar, Sajja, Maize Rs.355 (66% raise), Pulses Rs.1150 (84% raise), Ground Nut Rs.700 (50% raise) and Sunflower Rs.965 (77% raise).

Universities

Government took a policy decision to establish one University in each district. 18 new Universities established including Veterinary, Horticulture universities as of now.

Educational Institutions

New educational institutions like I.I.T, IIIT, BITS Pilani established. I.T.education being imparted in 1,000 schools and computers supplied to Madras’s.

Rural Education

World-class education being imparted in the Rajiv Gandhi Triple ITs to 6,000 rural students in I.T, Bio-technology, Nano-technology sectors. Free education to majority students. 11 Polytechnic colleges, 9 Junior Colleges, 31 Degree Colleges opened. As part of SUCCESS School education scheme, English Medium education with CBSE syllabus imparted besides computer training.

Jawahar Knowledge Centres

Training is being imparted to students of more than 1,000 vocational colleges as per the industrial needs, with the aim of creating employment to 5 lakh persons. Already training/placement provided to 60,000 students. Rural and backward class students are getting jobs employment in multi-national companies.

Community Colleges

Evening classes in Government Colleges/Universities…Diploma and Degree awards to working persons. Evening Polytechnic courses in the existing Engineering Colleges. Diploma seats in the State doubled. One I.T.I established in each of the constituency.

Co-operative Sugar, Spinning Mills

5 closed Sugar Mills and 2 Cement plants were re-opened. The package of the State Government for merging BHPV in BHEL won accolades from employees and labour associations nationwide. Government jobs provided to 1,486 employees due to the closure of Allwyn based on their efficiency and utility. Pension facility to Allwyn employees on par with Government employees. Several Public Undertakings like APGENCO, RTC, Singareni company etc. are running in profit path with the support of the Government.

Rajiv Yuva Sakthi

80,000 youth trained in various sectors at a cost of Rs.21 crore. Rs.20 crore financial help extended to 4,540 weavers.

S.C.,S.T entrepreneurs

20% additional subsidy. Additional reimbursement at 0.25 paisa on power unit. 25% additional reimbursement on Sales Tax. Separate Trust established through which the entrepreneurs would be provided guarantee.

Rains

For the first time in the history …Full rains in five years. All dams full of water continuously for five years. Water flows to tanks what were not full in twenty five years and heavy flows to Singur project that has not witnessed full waters for eight years. Plenty of Agricultural production and hydroelectricity generation.

Apart from these schemes, his government stood as the role model in implementing the central governments flagship program – the NREGA.. The main thrust of his tenure was on social welfare with a majority of his schemes targeting at improving the lively hood of the rural masses.BBC has called him a champion of social welfare schemes.

DEATH

Y. S. Rajasekhara Reddy's Bell 430 helicopter went missing on Wednesday, 2 September 2009 at 9:35 am. and Air Traffic controllers lost contact with the aircraft at 9:02 am while it was passing through the dense Nallamala forest area. The Chief Secretary of Andhra Pradesh, P. Ramakanth Reddy, said that inclement weather had forced the helicopter off-course. Although the sparsely populated forest area is considered to be stronghold of the outlawed Naxal communist insurgents, the National Security Advisor of India ruled out the possibility of the Naxals bringing down the helicopter.

The Indian Prime Minister's Office confirmed the helicopter's crash on the morning of 3 September and the death of all aboard, including Reddy, his special secretary P. Subrahmanyam, chief security officer A. S. C. Wesley, Group Captain S. K. Bhatia and Captain M. S. Reddy. The Director General of Police said that the bodies of Reddy and others were charred beyond recognition and had to be identified on the basis of clothing. The autopsy of all the bodies was carried out at Kurnool Medical College.

An investigation eventually concluded that the factors that caused that crash included the fact that the crew became fixated for more than six minutes in trying to find out what was behind a problem with their transmission oil pressure system, and they became distracted from the worsening weather. It was also noted that the pilots of the helicopter never discussed the bad weather, diverting, or returning to base.

Y S Rajashekar reddy body was buried on 4 September at Idupulapai in Kadapa district .
